Tulsi votes for a bill that would, in her words, "end US support for Saudi Arabia's genocidal war in Yemen." US intervention in both Yemen and Syria is simply a quid pro quo. Like the mafia don, the US is lending its muscle to a storekeeper who pays their protection money on time. The protection money is the US maintaining control over Persian Gulf oil.
