In June 2012, a military unit from Maryland held exercises in St Louis involving armoured vehicles driving through the city during rush hour. http://www.youtube.com/watch?feature=player_embedded&v=NlLRx-uSXtA

In January 2012, the US military conducted exercises in downtown LA despite having a $170 MILLION MOCK CITY IN SOUTHERN CA designed just for this type of exercise. http://www.cfns.org/blog/military-exercises-in-downtown-la/

In August 2011, there was a military exercise in Boston. From CBS News:
BOSTON (CBS) – Downtown Boston was buzzing Wednesday night as several helicopters practiced low-altitude military exercises over the city. Under the cover of darkness, five helicopters flew over Boston Harbor and began darting in between tall buildings in the Financial District. Nearby residents not only heard the choppers, they felt them. “It sounded almost like thunder, it scared my dog,” said one resident. “I saw them I think at 75 State Street. It’s tough to tell, but they were within 30 or 40 feet of that building. The lights in the building were off, so they knew what was going on. The lights on the helicopters were off and they each came in one at a time. Once they stopped that, they turned the lights in the building back on.”

In November 2011, SEAL and Army special forces conducted unannounced training exercises in Little Rock, Arkansas. The exercises involved fast roping from helicopters, ground training, and then exfiltration by helicopter. This obviously disturbed the local residents. http://www.arktimes.com/ArkansasBlo.../secretary-military-maneuvers-okd-by-lr-mayor

In May 2012, there were military exercises in downtown Miami.
MIAMI (CBSMiami) – Jorge Brugo was watching a movie in his Ritz Carlton condominium about three o’clock Tuesday morning when war broke out across the way at the abandoned Grand Bay hotel on Bayshore Drive.
“The movie outside was better than the movie I was looking at inside,” Brugo told CBS4′s Gary Nelson. The “movie” outside was a massive anti-terror training exercise being conducted by U.S. Special Operations forces out of Macdill Air Force Base in Tampa. Members of all branches of the military participated in the operation. The scenario was loud. There was lots of gunfire and building-rattling helicopters and fighter jets. Helicopters came down with people, soldiers, coming down ropes and jumping from balcony to balcony,” Brugo said of the scene playing out at the empty Grand Bay, next to the Ritz. “They were throwing, like, fireworks, things that emulated bombs and grenades, and there was a lot of noise.”

Throw in the TSA Visible Intermodal Prevention and Response (VIPR) teams which have been stopping and questioning random people. During VIPR exercises, all people entering the operations area are "screened", which means a search of their person and backpack/briefcase/luggage.

If you google the subject, you will find many stories by local news about military, TSA, and homeland security exercises in the middle of US cities. These exercises frequently involve helicopters, armoured vehicles, and heavily armed soldiers deploying, fighting a "battle", and then being extracted.

Coverage by national media is almost nonexistent.

What the hell is going on? This is not a police state...or is it? There are plenty of training facilities for these exercises, why are they "exercising" in the middle of US cities?

There are no high-rise training areas in the Army. I do that sort of work myself at times. There are Ranger and Green Beret units at Ft Lewis and the training area has nothing taller than three stories.
