    George Kent just testified that the Announcement was not an anti-corruption statement. When asked to explain, he said that if you look at the WhatsApp communications regarding that statement with Giuliani, Giuliani said that the statement would not be acceptable unless it included a reference to Burisma Oil.

    The crime is utilizing the power of his office to compel a foreign power to interfere in the US election in his favor by withholding aid.

    Now, whether or not he is 'guilty' of the crime, is for the Senate to judge during their portion of this process, but for now, the House is in the 'investigation/indictment' phase.

    Something that I have considered is Zalinsky does not have any strong incentive in those specific instances to give an opinion which would piss off Trump.

    Ukraine relies on aid from the United States and Trump is the leader of that country. Given the political calculus of the likelihood that Trump gets removed from office being very, very low - Zalinsky should play it smart and keep him appeased.

    And I'm pretty sure they didn't... and I'm pretty sure the "senior leaders of the U.S. national security departments " that was trying to get with Trump to get him to reverse, didn't either.

    The aid was also withheld past the point where it then required Congress act to get the aid sent out in 2019.

    Not sure where that leaves us...

    1. Aid was withheld past the end of the fiscal year
    2. Congress got involved to get the aid released

    There is no legitimate reason why a general statement against corruption must include a reference to Burisma oil beyond the fact that such a reference would benefit Trump personally.

    That was the DNC Counsel, not the Congressman. And he was not testifying for him, he was specifying what portion of Taylor's previous testimony was being referenced in the question.
