I'm pretty Libertarian, so I will answer no. But I could understand if some of you have a different perspective.

The 18-year-old girl was obviously impaired, drunk or intoxicated, sitting in a car parked outside a convenience store, but she was not sitting in the driver's seat.

In my opinion, they shouldn't have arrested her. Yes, she was obviously intoxicated and in the car, but she was not in the driver's seat.
They should not have had a reason to demand identification, although some states have laws that allow police to do that.

If there's an intoxicated in public local or state ordinance then she can be charged. If not I'd have gotten her phone number for later and let her go.

They should have simply called her parents and made sure she was not able to drive.

Your tax dollars hard at work there.

That's kind of a vague law. Should it really be considered "intoxicated in public" if she is sitting inside a car and so far has not bothered anyone?
I'm not sure that was the original intention of that type of law.
