No they aren't.. I have traveled the country from end to end since 1950 and most Saudis are olive to fair with very dark people on either coast.

The pearl divers are particularly interesting as they are tall and narrow of build and the blackest people I have ever seen.

You do see people who look like Somalis or Sudanese and generally they are or they are mixed blood.

Oil workers, gardeners and those who work outside are wrinkled and dark from years in the sun..

You should go see for yourself.

 

The Rulin class for the most part excluding a time when the Nubians gained power, were light skinned/Olive Skin. But the general population was probably a combination of races, black, white, and everything in between.
