This has been discussed since the Constitutional Convention. As you are not a historian or have knowledge of the Constitution, you are likely not aware of Congress's power of the purse. Read Article 1, Section 9, Clause 7: No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time. In other words Congress has the power to disburse as well as raise revenues. Therefore, it can restrict spending whenever it wants under Constitutional authority. No need for an amendment. One thing I don't like about an amendment is that you never know when international or stock market conditions cause a massive downfall in foreign or domestic created revenues. The government may not have access to revenues when that occurs. This might cause the government to shut down for a prolonged period of time without allowing Congress the flexibility to take temporary relief measures.

They would pass a BBA tomorrow to make debt illegal if the Democratic influence was not always 100% opposed. Democrats are opposed because they need to keep the welfare flowing to always buy more votes.
