I am kind of torn I do not believe in forced integration but I detest racism too. Things like Busing etc is and was a horrible idea because it gives government too much power over adults and even over our children. I am sure the founding fathers would think they were in hell if they could come back from the safety of their graves and see how our freedoms have been eroded and the power of the federal government. Every race I know of has those members that are racist, and usually the racists are an substantial percentage of the population. So if a bunch of whites or blacks or greens want to buy a tiny (population 16?) town and do their thing while distasteful I can see no legal way to stop them. When left to our own devices most people of race tend to socialize with their own race anyway. So for the above reasons and others, I think forced integration will never work unless mans heart is changed. That won’t happen until the second coming of Jesus Christ IMO.

I would not call being free from stop & frisk, an "essential" liberty. If you're stopped and frisked, so what ? It takes about 20 seconds of your time, and you're on your way. You're not harmed. As for, "temporary" safety, where did you get the idea that S & F is "temporary" ? First, it is a policy, which makes it a permanent safety function, and secondly, if you don't have S & F, and because of that, some encouraged criminal shoots and kills you, you will be not in a temporary situation, but in a permanent one, known as >> DEAD.
