The Cold War Medal is only a certificate to hang on the wall and not an official U.S. military medal. My understanding is by making the medal official would be so freaking expensive having to issue the medal to every living veteran who served between Sept. 1945 to Dec. of 1991. What are you looking at 30 or 40 million medals ? At $25 a pop per medal and $2.50 per ribbon and who actually would be paying for it ? The DoD. But even last year (2017) Congress is still trying to make it an official medal.
