This question may put many in concern for not knowing a man under this name, however he got his few minutes of fame getting WSJ to interview him.

Despite formal parliamentary republic in Moldova real political power is held in a single pair of hands who belong to that very guy - Vladimir Plahotniuc, notorious oligarch accompanied by trusted men in government, judicial system, internal offairs office an last but not least - secret service.

Mr. Plahotniuc isn't involved in any official government business and isn't a prliament member as well. However, he is the one (pun intended) who decides internal and foreing policies of Republic of Moldova having no moral or any formal obligations for consequences.

Waving a flag of "Fight against corruption" Plahotniuc having a complete control over anti-corruprtion agency of Moldova, has cleared a political stage dealing with several possible opponents (look up Filat's case, "How to steal a billion in 3 days", etc.). More to it he also staged a few attempted murders that explained further raid of opposition members which were bones in his throat.

Being a main actual corruptioner of Moldova he is allegedly tied to numerous crimes - prostitution management, raiding of banks, fraud, gun sales, contracted murders, and so on - none of them have been thoroughly investigated nor publicly announced due to limitles powers of his own.

Standing vocally for integration with EU, Plahotniuc isn't actually interested in making it happen as it may significantly limit his powers in Moldova. Most of reformations are fake.

Looking into beating his opponents such as socialist Dodon during elections happening in fall 2018 Plahotniuc is expected to escalate Transnistria crisis with help from some of Ukranian politians.
