    I think that the reason people choose "leaders" is because malevolent leaders create a higher "body count".
    I don't believe that "body count" is as an accurate measure of an individual's malevolence as the degree to which the malevolent individual is personally involved & takes sadistic pleasure in the torment of others.

    I think that H.H. Holmes would be an excellent choice. Unfortunately, there are many like him both dead and alive, well known & unknown

    Mohammed. He was taught a good doctrine and then superimposed his evil ideas about bullying, rape, murder, and genocide on top of it.

    Evil is evil It all goes in the same direction. From a Christian standpoint... all sin falls short of the glory of God. That is why we need Salvation because everyone sins to some degree. The Catholic Church, however purports the idea there are degrees of sin (some worse than others) When looking to "Holiness" there are no "degrees of sin". They are all the same. In our fallen world, however, the punishment must fit the crime. Still, ALL sin is evil.

    This reply ^^^^^dated to March 6, 2014. Yet none of the posters alleged Trump is the most evil. This is now October 2017 and almost to a man or woman, the Trump haters insist he is the most evil human that lived.

    We would regard the Roman practice of "exposure" of babies as evil in today's world, but back then that's is just how things were done.

    Evil is subjective.

    My point though, to some in the world, like Borneo, killing is just a part of life and not the least bit evil. You and I however agree, that's a bad hombre. Evil even.

    Cultures overlook evil in periods of history. I understand how confusing it is to one who has no moral anchor. That person is like a ship tossed about at sea without a rudder or even a keel. To that person....evil is subjective. Your probably are not spiritual, but my own spiritual guru had this said about Him....

    Hitler caused many more deaths. About 1.4 Million people died in Stalin's Gulag and 0.7 Million people were shot for criticizing Stalin. But Joseph Stalin was a ruler during a great emergency time.

    Hitler is responsible for deaths of over 20 Million civilians.

    Statistics on GULAG and purges are widely available. I have studied the subject for a long time, but I do not have English language sources on hand.

    The guy that comes first into my mind when I think most evil is a guy named Richard Allen Davis. He is the scumbag who kidnapped and killed 10 year old Polly Klass in Sonoma County. Not only was his crime heinous and brutal but the way he acted after being caught, convicted and sentenced to death was so disgusting he makes the top of the list. Read his wiki page. This guy is the most evil in my book.

    I do have English language sources on hand & additionally lived in Europe including Germany for years in the mid 1970s when many survivors of WW1, the Weimar Years, WW2 etc were alive and willing to quietly discuss their experiences without fear of my reporting them. I also spoke & worked with German WW2 Veterans who were hardly the monsters as depicted via MSM. As a US Veteran, I can attest that no military organization has a monopoly on either Saints or Sinners.
    Meanwhile, It is commonly known that Stalin began his murderous career well before WW2 and continued it through WW2 & after

    It was not a genocide. USSR had to make great sacrifices in industrialization due to the impending WWII. Had USSR lost the war with Germany, all Eurasian Jews and most Soviet citizens would have been exterminated. I am a Jew from USSR -- came to USA in 1983.
