Why aren't fines scaled to people's earnings?

    I would like someone to tell me why fines (eg. Speeding ticket) aren't scaleable to the responsible parties income?!

    If I earn 30k a year and get a $300 speeding ticket, it's going to be a big deal.
    If I earn 300k a year and get a $300 speeding ticket, I'm not going to give a (*)(*)(*)(*).

    Why isn't it say, percentage based?! I can think of no good reason.

    There's nothing fair and just about everyone paying the same amount for a fine.

    The only people this benefits are the rich and powerful.

    Why? Oh let's see, because it is a ridiculous idea perhaps. And where does it end? Should rich people pay more for eggs?

    The idea of a fine is to discourage the law breaker from breaking the law. Making a millionaire pay a few hundred in fines isn't going to hurt them, but for a person on a low income, it will.

    I like the idea, although I am not sure it would work.

    Rich people pay more in taxes (as they should) so why not make them pay more when they break the law?

    The idea of constantly penalizing the richer folk is a real discouragement you know...why SHOULD the richer person pay more for ANYTHING than what the poorer folk do?

    Like I said, the idea is to discourage. Fining a millionaire pocket change won't do anything to deter them.

    So you penalize a rich person MORE just because he has done the right thing in life and got a good job ect?

    Constable: Pull over driver
    Driver: Whats up officer
    Constable: Im going to have to give you a ticket for speeding, have you
    got last years tax return with you, so I can calculate the fine based on income
    Driver: Oh yes, Ive got it right here
    Constable: Lets see it says you earnt $100k last year
    Driver: Yes, but I have a different job now, I only earn $60K
    Constable: Have you any pay slips on you at the moment
    Driver No, I havnt
    Constable: Ill have to base the fine on the tax return...you know everyone
    carries them around now...they check their speedo every two minutes, due to the different speed limits, and they are quite happy to cooperate with the
    Police when theyre pulled over........
    Driver Ok, how much is the fine...oh by the way I have to pay child support
    from a previous marriage....does that effect the fine....
    Constable: Ill have to check the Motor Traffic Act (Tax Act Traffic Fines
    Adjustment) Section 124A subesection 43...paragraph 27n(ii)(a)
    Driver:Can you hurry please Im late for a Doctors appointment
    Constable: (30 minutes later) Your fine comes to $342.98+ GST and
    Carbon Tax.....
    Driver: Gimme the ticket...Ill go to Court....oh by the way
    is the fine based on gross or net income..because my net income is
    zero....I have a good accountant..........
    Constable Ill have to check it again...I must have made a mistake.....
    Ill just give you a warning....this is too f....hard....Im going to get another
    job as a greenie politician........

    I believe Finland already does this. I remember something about Teemu Selanne, (he is a hockey player from Finland) was fined like 290K for a speeding ticket.

    It is a ridiculous idea for fines because of the points system. You lose your allocated points and it doesnt matter how rich you are, youve simply lost the privilege of using public roads for a period of time (as a driver). I think its ridiculous because it would be adding some serious complexity to the giving of fines, for no gain.

    If you then go onto break that law, then you might find yourself in a court where a judge might be able to adjust the penalty upwards to have the desired effect?

    They do in fact scale speeding tickets to income. When you get a ticket in Finland the cop uses a hand-held device which links to your tax-return's reported income and calculates the ticket amount. One of the largest tickets ever written was to Anssi Vanjoki of Nokia who was fined 116,000 Euros for going 75 km in a 50 km zone. Ironically the device the police use in Finland to calculate and print the tickets is made by Nokia :)

    So, taking it a step further, how much is the unemployed driver, with three
    kids fined for the same offence...... ?? This is a totally unworkable idea....

    As for our current system, it encourages speeding for the more affluent.

    The first speed camera in Sydney was placed in one of our most affluent areas.
