    If they are conducting business within the state, the state should have the right to license them if they so choose regardless of federal status.

    States do not have rights, they have powers and authority. This has been explained before, numerous times.

    There is no form without universal registration in place first. So..... it’s not just a form.

    Second, it is not simply "just a form" as is being claimed, as it must actually be enforced to ensure it is being complied with, and would require over thirty thousand new ATF agents to conduct annual inspections of all the federally licensed firearm dealers in the country, which would require the budget of the department to be increased by well over one trillion dollars, just to pay the base salary of all those newly hired agents, all for no purpose other than ensuring paperwork compliance.
