The DOD and CIA denied their clearance, but Trump ignored them and gave them access to them anyway, which is yet another impeachable offense. He has the authority to declassify information, but if he doesn't do that, he isn't allowed to grant security clearance,, and authority to access classified information. Only the CIA, DOD, and other agencies have that authority.
