I don't think those passengers were scared of gang violence in retaliation for speaking up. Rather I think it's more likely they didn't have a very nice opinion of police, and there's a mentality in some of these areas not to want to "snitch".

why is it hard to imagine? Please pay attention to where it happened. There are basically 2 camps here; one is the "someone should do something" the other camp is where the folks take action and then talk about it afterward. It will tick you off but folks of certain values are in the "someone should do something" camp. The camp of folks who take action tend to be the ones that understand personal responsibility
