They didn't give him one that did that. Bush was able to hold down some of their spending in 2008 by threatening a veto but they cut him out completely for 2009.

Late to the party here but I voted Nixon. He's the only President to resign in disgrace during impeachment proceedings that was getting bi-partisan support...and the only one to have committed an actual crime worthy of impeachment.
