First of all, who would you trust to have a time machine? for example, if hillary clinton had one, you would not want to be donald trump, and, vice versa, yes? then, the idea about truly travelling back in time is silly - you will travel back to where the time machine was being assembled, yes?
Time machines don't alter elections. If they both had them then they could try to out do each other, but it would extend to doing ludicrous measures and counter measures to affect the election, it wouldn't even be worth it except to play multiverse tag.
