A lot remains to be seen in this issue. One thing I suspect is that while Snowden should qualify for whistle-blower protections, it may be the case that he hacked systems to access some of the information. In fact, Obama actually referred to Snowden as a "hacker" in public comments. This poses a difficult question, because while the information exposes conduct that appears the government has violated the law, if Snowden hacked systems to obtain the evidence he could be charged with stealing state secrets. I'm not lately versed on espionage laws, but I believe it becomes tricky here, because just like Wikileaks, these secrets are not assumed to have been taken for the purpose of giving or selling them to foreign agents. Instead, Snowden has simply gone public with the information. I don't think that constitutes espionage.
Susan Rice is wrong. Snowden's leaks are a big deal. Snowden is a traitor who paved the way for other attention seekers to get a spotlight by making a big deal about things that weren't a secret in the first place.
