Don't see anything in the article that suggests only 31 were killed. The fact that you said Taliban instead of ISIS (they are 2 separate groups) leads me to believe you don't know what you're talking about.
The R&D cost was $314M, and as far as I have found, only one was made. So the actual cost was $340M to kill 31 Talibans/ISIS (number varies and no doubt the figure will include civilians too as it always turns out to be the case).
No, it is you that has no clue. Two of the 37 dead have already been reported as civilians. ISIS were fighting against Taliban until the US started bombing both groups who then formed a truce. So well done USA for uniting two of the greatest threats. Way to go!
You would be surprised by the reality of the situation. Many years ago, I read an article saying Fat Boy's father, Kim Jong-il, had a very low opinion of Chinese leaders even when he was a student. After he took over the leadership in North Korea, he began to outplay his Chinese counterparts in geopolitics. He exploited the animosity between China and the US in the development of nuclear weapons. Thus the world witnesses the nuclear crisis on the Korean peninsula today. If Chinese leaders really realise that North Korea's nuclear missiles pose a real threat to China, they should pray very hard for Uncle Sam to eliminate the North Korean weapons. I doubt China wants nuclear missiles exploding on it's border. China knows Kim is very likely to use nukes, he also knows NK will be completely obliterated by return fire. If NK gets nuked, all that fallout and radiation will land in China. I can't imagine they see that as a good scenario. What has changed is that China probably never figured NK would actually USE the nukes. I think they're no longer under that impression.

When there is a systemic program of obliterating ISIS members, I'd say getting MOABs dropped on your head would make an ISIS recruit to think twice. When looked at purely from a cost standpoint, the MOABs are cheaper than soldiers lives. Add in the human factor, and the MOAB is a far better choice. This was the same thing evaluated during WW2 and dropping the bomb on Japan. Far more lives would have been lost if they hadn't dropped the nukes.

China should have taken steps to control the North Korean regime immediately after the Korean War, just like the US strictly controlled the Japanese post-war government immediately after Japan's surrender. Now it is too late for China to rein in the North Korean regime. North Korea's nuclear programme is quite advanced. The North Korean Fat Boy would not hesitate to throw a few nuclear bombs at China if it dares to send troops into North Korea without his permission.
The climate wasn't "right" for China to dissuade or control NOKO then. We were entering the high point in the Cold War. The USSR was China & NOKO's staunchest ally. You have to remember, the US had been China's ally before the US entered WW2. China had to better "Prove" itself to Russia during those times, & any thorn in the side of the US, was seen as a useful tool.
It is impossible for China to replace the North Korean regime with a subservient one without a nuclear war with North Korea. How can you develop your nuclear weapons silently? You need nuclear tests to ensure they don't drop like eggs or Humpty Dumpty onto the ground!
