The last Republican deficit in 2007 was just $161B and the appropriation for the war that year was $88B. Tax revenues soared after the tax rate cuts were fully implemented hitting a 15% increase in 2007.

The Federal government hasn't been shutdown since the Barry-caides of 2013. The GOP has offered a clean bill and even additional CHIP spending. But, if dems want to shut it down, they have the votes to shut it down, just as they recently bragged!

Either it is that they needed 60 votes to pass the continuing resolution to get to the reconciliation vote or its that they had already used up their 'reconciliation vote process' for this year. In either case they needed 60 votes to get the thing done. Not sure it matters precisely where in the series of procedural votes they felt short.
