Putting steel workers back to work and opening up new steel mills is a long term solution. What happens when farmers and other workers negatively affected by the tariffs are losing their livelihood in the short term?

 

No, it's not. The Granite City steel mill has already re-opened it's doors.

No one has lost their livelihood in the last two weeks.

The Granite City mill never shutdown. It just partially idled its production. And its production isn't enough to account for all foreign steel that is off the US market.
