I recall a story from a few years ago where a couple of young entrepreneurs decided to increase their revenue stream by mugging tourists on the beach. TPTB told them to stop. They didn't. Their heads were later found in coolers at the city limits. The resorts are cartel territory, but they need it to be peaceful so they can launder their drug money. Anyone who interferes with that operation will be stopped, one way or another.
