No, the one they opened is a temporary embassy. Currently the Tel Aviv embassy still handles vast majority of diplomatic activity in Israel.

Having said that, even the temporary one ended up costing 100 times more than what Trump said.

If they have canceled the plan to build the permanent one in Jerusalem, and keep using the Tel Aviv one, then that's great. It will save the tax payer a big penny, and prove the point that the whole Jerusalem embassy thing was nothing but political pandering.
