It's that martial law is one of the things a president is allowed to do UNDER a wide blanket of emergency powers. Just the declaration of the emergency in and of itself is not martial law, because martial law is martial law.
If you have declared an emergency, then declaring martial law is suddenly possible if you wish to do that, too.

The only reason to declare a national emergency is to apply funds without Congressional approval.

 

Negative. The reason to use a national emergency is to apply funds without the time consuming bureaucracy of Congressional procedure.

Congress supported Obama’s national emergencies. In none of the cases where states of emergency were declared was it because Congress refused to fund the things those national emergencies were used for.

 

This is Trump's 4th, but the 1st which is designed solely to circumvent the Congress and Constitution, after Congress specifically denied the funds.
