She targeted President Trump.

However, Trump’s ban focused on people coming to the United States from countries that foment terrorism and would not affect more than 90 percent of the world’s Muslims.

It needs to be remembered that Trumps initial “policy” during the 2016 campaign was a ban on all Muslims entering the USA “until our leaders know what’s going on” (which would effectively make it indefinite). He was forced to back down on that because his “policy” was ruled unconstitutional and was obviously totally impractical anyway. Of course, the rhetoric helped him win the election all the same. The only question is whether that was a calculated political tactic on his part or if he truly imagined his idea could ever be implemented.
