I think a more likely scenario is Putin turning Russia into a parliamentary federal republic (on paper, of course) and making himself eternal prime minister with the president being reduced to ceremonial figure. With such law, they can change the constitution to make him eternal prime minister and jail people who just speak out. Previously they’d arrest people who show up in meetings.
