    Of course it's fostered. Towards the end of the 20thC, blacks were becoming too uppity and powerful for the white elites, and needed taking back down. The bonus was easy votes.

    "Caring" can be abuse. This is a perfect example.

    No, the reason for that is that it's mathematically impossible to even make such measurements. Intragroup differences always exceed Intergroup differences.

    Actually we just use a statistical average. Very simple math. Of course, statistics was invented by a white man, so it is inherently racist and has no relevance to other races.
