You don't know that, and it doesnt matter anyway because that wasnt the question. Hypothetically speaking: would it be 'on the HCP' as you put it, if they were shut down for refusing a state mandate to provide abortion services? Or would that be the state abusing their authority?

I think there is a difference between the state saying that a company or individual HAS to do something and the state saying that an that a company or individual CANNOT do something, such as abortion. So while I would say that it is "on the HCP" because there is ALWAYS a choice, I do think that it would be an example of the state abusing their authority. It's a ridiculous hypothetical though because in the US, the private health sector is the majority of the health system, at least I think. So the government isn't going to do something so ridiculous.

Sounds like another distinction without a difference to me. So you think the HCP has an obligation to honor the state's abuse of authority? That sort of thinking is what the corrupt bureaucrats in govt rely onto get away with the rediculous.
