Actually the entire House voted on the rules, its just that republicans did not win that vote, because they they were unable to convince sufficient numbers of Dems to break ranks. Either they need better arguments, or they need to win more elections.

The Biden threat occurred prior to the Republican Congressional shift toward Putin, so I seriously doubt they would have minded a threat to the Ukraine regarding the dismissal of a pro-Russian prosecutor, who wasn't investigating pro-Russian corruption, and whom most of the West wanted out of office. Whether or not they ever expressed that (such as in the aid appropriation), I don't know. Should be easy enough to check. Do you think the current GOP members of Congress are pro-Putin? Why would they have refused to support a resolution insisting that the pro-Russian prosecutor, whom pretty much the entire Western coalition believed was failing to prosecute pro-Russian Ukrainian corruption, be fired? Explain that.

Yes, the entire House voted but it was only Democrats who wanted this impeachment investigation. No Republicans voted for it so therefore it really is a Democrat investigation. The entire House should not be blamed and the Democrats can take the responsibility either way
