Minimizing illegal immigration will never happen until we prosecute employers with prison time being mandatory along with substantial fines. You would not need a wall. For most are coming here to work and make money with lots being sent back to Mexico.

Then once the law is changed so employers get introduced to prison you need to beef up enforcement and have a program like we have for drug dealers where citizens get a reward for turning in the criminal.

You would see self deportations enmasse. Remove the carrots and the problem is solved.

Neither party will do this because obviously both parties want some illegal immigration to keep wages lower and help businessmen in particular sectors. And it isn't the agriculture sector.
