IMO, a victory is achieved in war when an enemy is defeated, neutralized and is no longer threat to peace. WWII ended in a victory over Nazi Germany and the Empire of Japan. MacArthur insisted that there was no substitute for victory. But what did he know about war?

People who claim the U.S. hasn't "won a war" since 1945 use horrendous, impossible to achieve standards to measure a "U.S. victory". Expecting the people of other nations to love the United States and become long term allies of the U.S. post defeat is completely unrealistic. Nor is is realistic to expect victory in war to reap massive rewards for the United States. That isn't how war and peace works.
