When a guy like Musk made a fortune building rockets, he made more money for the folks that built them, the engineers that designed them and the investors that put money into the effort. Its not up to government to distribute money. Its up to motivated, innovative folks to do new things from inventing stuff to increasing their personal value in the marketplace through education or job skills. In my world, Joe and Jane aren't DIRECTED to do anything. They are smart savvy folks that manage their own lives... get educated, get skills, get great jobs, do great things and succeed all on their own.
