This coincides w/ his effort to overturn his state conviction. I am surmising that he would rather serve his time in the federal system instead of the MN State Correctional Prisons. Thoughts?

Well, I think that he is trying to cut a deal so he can serve his time at Club Fed instead of the State House. Makes sense. Yeah, He finally did admit that he was in the wrong.
