It's open to the point that people can slip through. Even worse the people slipping through aren't deported in all instances when they're caught. Another problem is that if a child is born in the USA they're now considered a citizen of the country. Even with two foreign parents that don't share the culture at all and provide nothing of value as they'll most likely not pay for any of the treatments necessary. Another drain on both the system and another foreigner born in the USA that will be raised by exploitative/criminal parents. If the parents already disregarded the country's laws and can refuse to assimilate what will the child do? Most often they'll be another Anti-American with Pro-Communist tendencies or just a flatout druggie/welfare recipient.

What exactly does "...few native-born Americans will do." either it's interpreted that Americans feel as though they're above that station of work even though Whites work on farms, clean toilets, and work in sewage, they're too lazy to work such hard jobs, and/or they're unwilling to work for the wages being offered.
