Seeing how in one year the federal govt extracts over 250 billion from Texas, I don't think a mealy 17 billion is too much to ask for back.

There was no such condition attached to the use of Federal "stimulus" funds. Texas has no obligation at all to pay it back.

The national debt is $16 261.2 billion. Paying $17.4 billion or even ten times that amount would be a good deal to get out of having to share that burden and the massive interest repayments would be a bargain.
