More seriously, the higher the IQ, it is, it tend to be better until some limit. I have very high IQ, I don't live a successfull life and I tend to lack of methodical thinking. I would suppose that if I had to hire someone only on his IQ, I would favour some people with a moderate high IQ, until 120. For having met a bunch of high IQ, very high IQ, they're not always that smart. From what I observed, with very high IQ, people tend to suffer of some drawbacks, autism, emotional instability, depression, narcissism and megalomania. People with "only" a moderate-high IQ tend to be more steady and reliable.

I think you are probably referring to the 1965 immigration bill, but the open talking of the results of it (on the Democratic side that is) probably only goes back 20 years or so.
