It is easy to see that there are no people shot, and that the man is beating the woman with a chain. Does not take much surveying for that.

No it's not, property are on the floor bleeding. The criminal was carrying a deadly weapon and using it as one.

The vid jumps straight from where they first see the perp to then where the perp is laying on the ground. This seems like a jump (edit) right at the most critical point. He's also holding something in front of him which makes it difficult to determine what kind of weapon he might be concealing. That in conjunction with people bleeding on the ground, officers gotta immediately take that shot. Terrible accident that a bullet ricocheted to where the girl was located.

 

How far away was he? Was he moving. Was he wearing bulk clothing?

Yeah, the police were responding to reports of shots fired and a possible active shooter. In the video we can see that the police are finding blood on the ground and injured victims. The perp is acting crazy and holding something in front of him so you can't tell what kind of weapons he may be carrying. Could be suicidal to walk up to him with a taser.

Look at the clothing he is wearing. TASERS aren't used against guns and people actively shooting them, guns are used.

 

Remember a suspect is innocent until proven guilty, so no police officer has ever killed a guilty person.

 

Is there a point in there somewhere? Do you make a distinction between a person actively committing a violent crime and must be stopped immediate even if it requires lethal force and a person who has been arrested and now facing the judicial system to determine any legal sanctions and that in that trial yes the jury starts with a presumption of innocence?

 

A statement of fact does not require a point. Maybe we should presume guilt first. Then policemen can kill only guilty suspects.

It wasn't an assumption it was the reported fact and the person was trying to kill people.

 

So they are supposed to pin down the person trying to kill others, or may have already, call in a judge and a jury and hold a trial?
