"the people" refers to the entire populace under the jurisdiction of the united states, not simply citizens. The right is applicable to the people, not the militia or purely its prospective members.

It depends on the state. I put a link in here somewhere that shows each state's regulations. Some states don't require much in the way of IDs. Plus, we are not the only country with a criminal database.
