If the Israelis didn't want Gaza to develop, they shouldn't have forced all those Palestinians off their land in the first place. As for the breeding like rabbits, it is well-demonstrated that people in places with high unemployment and poor social services seek large families as a sort of familial safety net.

It's also hard to have an economy when the Israelis cut off access to the outside world for months at a time. Imagine running a factory where you can't rely on parts and supplies coming in or on sales shipments going out in a timely fashion.
