Kansas model is NOT the same as Texas or Wisconsin in fact no two states budget and spend identically. So to claim that somehow Kansas is representative of all "red states" is patently stupid and anyone that makes that claim is a moron. California doesn't spend the same as Massachusetts or Washington even though they are all solid blue states.
