Well I doubt the pilot in question had a registered flight plan. But yes he should have had a scanner when hauling that type and amount of cargo.
Now these two pilots will likely be spending life in prison with murderers rapists theives all for 40 pounds of a harmless plant.

Well thank god they got 40 LBS of this stuff off the street. That much of this stuff would have ruined countless lives and probably sent many many people to the ER with overdoses. They should fry these guys alive for transporting flowers by plane. Then again they could just decriminalize it and take it out of the hands of criminals and cartels and put it in the hands of tax paying businessmen in America and tax the (*)(*)(*)(*) out of it.
