    The Russians were hot on this.

    Thomas Gold who correctly predicted the moon dust depth also proposed this about oil. Interesting but there is no agreement and there is also the usual entrenched push back.

    As the deposits of oil occur at depths far too shallow for this, it is unlikely at best.
