    I think this story is maybe ten years old or so but it still offers a look into how things work in the state.
    California has a law that entitled all students to be able to receive an education in their native language if they didn't speak English.

    Because money is no object to these people, and there's a lot of bureaucracy in education. They were just trying to comply with their district policy.
