The surgeries and hormones do nothing about the decades of growth muscles receive from male hormones. That isn't reversed with surgery, only further "male" growth is stopped.

The way to deal with this issue is simple: just abolish "Men's Sports" and "Women's Sports".

There should just be "Sports". No "Women's Tennis" as distinct from Tennis, no "Women's Soccer", etc. No separate Men's and Women's competitions at all.

have already more muscle mass, thicker stronger tendons and bones, more narrow hips and wider shoulders, larger heart and lungs, etc. than

It is already scientifically established, actually. Furthermore, things like stronger tendons and bones will not have any great effect on athletic performance, especially in a sport such as cycling. The differences come from available muscle mass and cardiovascular fitness. You've got nothing to fall back on here but your own bigotry.
