The war in Ukraine is between Russia and a much weaker Ukraine, but Ukraine is backed by the US and NATO much as North Korea was backed by Russia. Thus, the technologies and weaponry available to both sides has been comparable. The only other wars approaching Ukraine were possibly the 1973 Yom Kippur War and the Iran-Iraq War in the '80s. However, these were not between major powers.
