The problem with the Nuclear Non Proliferation treaty is that it requires consensus. Attempts by the West to curtail Iran and North Korea's nuclear ambitions, for instance, are being derailed by Russian and Chinese support for these nations.

One does not have to agree in entirety with American foreign policy, but the fact these two nations have (often covert) support means that the days of Non Proliferation could be over. It has been stated that Iran having the nuke will promptly lead to Egypt, Saudi Arabia and Turkey getting the bomb. The inability to control North Korea could lead to Japan and South Korea getting the bomb as well. And why not Taiwan?
I suggest that it won't be long before nuclear weapons will be a normal addition to all nation's armories, and will be used accordingly. And China and Russia will blame the West for this.

The problem with nukes is that you can't use them.

True, but for the moment. A similar situation existed with efforts to ban early guns. It was said that a 'vagabond
with a blunderbuss can bring down an expensive knight.'
Similar sentiments existed with the early machine guns too. All Gatling guns should be shoved over a cliff as they
    were a threat to humanity.
Once people see that all a nuke can do is knock a hole in a city, rather than end the planet (ie a tactical nuke can be
fired from an artillery piece) then we will see them used often.

Well you would think that would be obvious since we set them off right next to our soldiers. They eventually got cancer and died but not for many years after.

I am actually a proponent for giving every nation in the Middle East 12 of our most powerful nukes.

Wait a little bit till the air clears then collect our oil.

I'm not worried about North Korea as they are controlled by China. When they become too much of a nuisance to China they will simply wipe them out.
