    Imagine the following situation:
You have rats in your house ...
Will you discuss and listen to opinions, is it
    - necessary
    - or not to expel rats?

Perhaps you will discuss only the methods that need to expel the rats:
    - use traps
    - poisons
    - cats
    - magic.

That is, rats are inadmissible - this is Ideology .
Ideology is not discussed. You can only "democratically" discuss ways ..

Now imagine that this is not a house, but a country.
Thus, in any country, there are concepts that are not discussed and do not tolerate objections. This is ideology. Other concepts that Ideology permits to discuss are Democracy.
    Consequently, there is no Democracy.
    Is not it?
