Trying hard to look like he's in the control camp, and actually doing something to appease them because he's already in the very hot seat for his other harebrained conduct. I CAN imagine some kind of interface for infantry troops, where the guns are activated via radio signal or some such, since the troops already carry communications. That would make the guns useless to an enemy.
