Does the type of government a nation can have depend on the people it has? I mean, can certain forms of government (and perhaps certain freedoms) simply not work in a country that has a certain type of people? I'm talking culture, values, religion, and maybe even genetics. This is a very important question to be asking because it has all sorts of implications in political theory, especially world political theory over a span of time.
