It's not illegal to film or photograph someone in public. However if the subjects are offended then the person with the camera should be asked not to continue. No offence if they do. But if the subjects are so outraged that it is likely that someone (e.g. the photographer) is going to get biffed then the cause of the likely biffage (the photographer) can be directed to move on to prevent a breach of the peace (said imminent biffage is a BOP). That's at common law. Victoria has a mix of common and codified law so it may be different there but from what I heard it seems to be an options. Personally I'd have given him the usual three directions and then locked him up on refusal number 4.
