I'm bookmarking a lot of these postings for future reference, so when you guys complain about people in democrat-run cities needing help because they are down on their luck to remind you of your posting today.
To make this completely fair the way you have laid it out, everyone in the US should pay exactly the same amount of income tax. Income taxes account for a bit over $1.7 trillion dollars per year. There are around 330 million people in the US. So everyone in the US needs to pay $5000 in income tax, no matter what their income. A family of four should pay $20,000 per year. That would make the income tax burden the same for everyone. You should have no problem with this at all. Everyone in the blue states will pay exactly the same amount of income tax as everyone in the red states.
Now Trump is threatening to withhold covid funds from "anarchist states". if he does implement this and wins the election, all NYers and folks in other Blue states affected by Trump's Fascism, should create phantom dependents on their W-2 (which is legal) and then pay all their owed Federal taxes to their States instead. https://www.politico.com/news/2020/10/20/white-house-cuts-city-funds-coronavirus-430498
I live in a state with a balanced budget and no meaningful financial problems. Why should my money be used to bail out other states? One more reason it should be illegal for federal funds to be sent to a state or local government unless they are used to buy something.
That is pretty much my point. There are lots of ways to define "fair share". For the left, that just means more or more properly, a lot more.
The problem is really assigning the term "fair" to government. Fairness is a subjective thing and government has no business getting involved in it. Government should worry about "equal" and treat everybody the same. Nothing else can possibly be "fair."
The "blue state giver, red state taker" LIE is a LIE that has been dealt with convincingly and frequently by myself and others on this forum... dozens if not hundreds of times over the years. Crickets chirp from the LW LIARS as they fade and drop the LIE rather than attempting to defend it, and then like clockwork, like the sandwich board-wearing hobos they are, instead of honest, reasonable adults seeking honest political discourse, they are dredging up the LIE yet again the next week if not the very next day. Not going to bother with it again here, only the Complex denizens buy into the LIE any more anyway.

Nobody gets all their money back. Because you are paying taxes mostly for services, like the military which defends everyone. Cities or states breaking the laws and causing the need for more enforcement (sanctuary cities for example) shouldn't get money back- they should be charged more for the BS trouble and expense they cause by failing to cooperate. Bail-outs are usually for natural disasters. Having your head up your butt California style creates disasters, but hardly natural ones. You don't get paid for shooting yourself in the foot.
I live in a state that has no hurricanes, wildfires or tornados. Why should I pay for states that have them? Federal government should deal with things the states cannot do. Specifically, defending the country, dealing with other countries, maintaining a stable currency and resolving interstate disputes. The rest of it belongs in the states, the private sector or the trash can. The states that have these disasters should tax and save to be able to handle them when they occur. Our government assignments are upside down.
what about natural disasters where the state govt could have prevented a lot of damage with retrofits and improved infrastructure???? Red States are notorious for not requiring upgrades and new infrastructure to deal with natural disaster.

Each city chose what, if any, building code(s) to adopt for construction in the city limits, and each city amended its code to meet local concerns.
